In order to compete for a Super Bowl birth in the near future, the 'Boys need to fill a lot of holes. First and foremost is a franchise quarterback. Not meaning to knock who they currently have, but Vinny Testaverde is closer to joining AARP than he is leading a team to the top. It will take at least another season or two before Henson or Romo are anything special.
While the team is set at running back, they will need to find a backup for Jones who should not carry the ball 30 times a game weekly. The punishment from all those hits will cut his career real short.
Wide Receiver must be a priority in the draft. Glenn and Johnson are aging and the backup are unproven. The offensive line, as well as the defensive front need one or two more talented players.
While there is talent in the linebacking group, youth, size and speed are badly needed. The defensive backfield also needs some serious talent. With the retirement of Darren Woodson, the team has to find a viable replacement. Roy Williams did a good job, but he is far more talented on the weak side.
If possible (perhaps through free agency), the Cowboys should look for a placekicker with a stronger leg. By consistently kicking-off to the 10 or 15-yard-line, they are giving opponents far too much of an advantage.
That said, I believe their first 5 picks in the draft should be:
1. Wide Receiver
2. Defensive End
3. Offensive Tackle
4. Quarterback
5. Running Back
Keep in mind that they have two first round picks (courtesy of the Buffalo Bills).
In addition, the Cowboys should look in the free agent market for an experienced cornerback, defensive tackle and kicker. However, they have never spent money here, so it's unlikely they will do the latter.
The last change I would make is to relieve Sean Payton of his play-calling duties. Whether Parcells should assume them or not, is for another discussion.
If these changes are implemented within the next two years, the team will be on the right path towards reclaiming their rightful spot on the top of the football food chain.
